"The air quality of Beijing is definitely influenced by neighbouring provinces and … we have made this air quality guarantee plan," Reuters reported Wang Jian, an air quality official at the State Environmental Protection Agency (SEPA), as saying.

Beijing and Tianjin municipalities, as well as Hebei, Inner Mongolia, Shanxi and Shandong provinces will have to cut emissions under a plan approved by the State Council, the report said.

"As long as this plan is carried out properly we will have no problem in meeting the standard of air quality for the Olympics and Paralympics," Wang was quoted as saying.
