A target for chemical oxygen demand, a measure of water quality, had not been met, the report said, citing the State Environmental
Protection Administration (SEPA).
Polluting factories have been closed in the area and several large treatment plants built, the Xinhua news agency report said. But some
facilities were not running at full capacity, with around two-thirds of environmental conservation projects planned still yet to start.
"Citizens and corporations should turn to the courts for compensation if they are threatened by water pollution," SEPA was quoted as saying.
