China to hold local officials accountable for emissions

China will hold local government officials to account for their energy conservation and emission control efforts, Xinhua reported on Saturday, citing a circular issued by the State Council.
Local authorities must try to meet national energy and pollution targets set for 2010, the report said, adding that officials who fail to meet the targets could be denied promotion.
The report said that by setting mandatory targets for officials, China hopes to lay the foundation for central leadership’s "scientific concept of development," which puts greater emphasis on environmental protection and social equality.
