China has approved a five-year plan that sets out guidelines and measures for the government to tackle pollution and meet environmental targets, state media reported on Thursday.

The plan, approved during a meeting of the State Council on Wednesday presided over by premier Wen Jiabao, aims to achieve the environmental targets set last year by the government in its eleventh Five-Year Plan.

"China is suffering from increasing conflicts between economic and social development and constraints in resources and energy," the report quoted the State Council as saying.

Measures will include economic restructuring, the phasing out of wasteful production methods, greater environmental law enforcement, cross-regional management and increased environmental education, the report said.
