Jock Stirrup said global warming could destabilise states and create major humanitarian disasters.
"Just glance at a map of the areas most likely to be affected [by climate change] and you are struck at once by the fact that they are exactly those parts of the world where we see fragility, instability and weak governance today," Reuters quoted Stirrup as telling the Chatham House think-tank in London.
"It seems to me rather like pouring petrol onto a burning fire," he added.
